Towards sustainable mobility

The Ecuador's National Policy for Sustainable Urban Mobility (PNMUS) provides a strategic framework to address the environmental, economic, and social challenges of current mobility systems in Ecuador. It aims at promoting low-carbon, inclusive, and efficient urban transportation.  

 

Developed by TPF’s subsidiary TRN TÁRYET, in collaboration with an Ecuadorian partner, and commissioned by the Ministry of Transport and Public Works (MTOP) with funding from the French Development Agency (AFD), the policy seeks to reduce greenhouse gas emissions, improve accessibility, and enhance urban mobility governance. The PNMUS serves as a comprehensive guide, applicable to all Decentralized Autonomous Governments (GADs), ensuring they have the necessary tools to transition toward sustainable transport systems.

PNMUS is structured around six strategic pillars: 

  • sustainable urban mobility planning, 
  • integrated and efficient transport systems, 
  • technological innovation, 
  • governance and capacity building,
  •  financial sustainability, 
  • environmental protection. 

Key actions include expanding public transport, promoting non-motorized mobility, integrating multimodal systems, encouraging electromobility, strengthening institutional frameworks, securing long-term funding, and implementing climate-friendly policies. The plan also emphasizes gender equity, universal access, and participatory decision-making to create more inclusive transport solutions.

Implementation will follow a phased approach, starting with governance setup and strategic planning (2023-2025), launching priority mobility projects (2025-2030), expanding initiatives and assessing impacts (2030-2040), and ensuring full integration across all cities (2040-2050). A monitoring, reporting, and verification (MRV) system will track progress, ensuring that Ecuador's urban mobility transformation remains on course. By integrating innovation, policy coordination, and financial sustainability, PNMUS aims to reshape Ecuador’s transport landscape, making cities more efficient, connected, and environmentally friendly.
