The model of development of the São Francisco River, based on the use of its water to make irrigated farming viable, has helped to consolidate economic clusters that stand out in the semi-arid Brazilian scenario.

The vitality of this process is evident in the fast urban development in the municipalities housing these sectors and the resulting degradation of villages which were originally built as dwelling places for the first settlers. TPF ENGENHARIA (former Projetec) was commissioned by CODEVASF to develop the master plan of the housing clusters located in the irrigated perimeters of Bebedouro, Senador Nilo Coelho and Maria Teresa, in the municipality of Petrolina. The idea was to regulate the rehabilitation of these clusters by improving a series of systems, including the roads, the water supply, the sewerage and the final disposal of solid residues.
