The Moura-Dubeux Group, supported by international consulting agencies, developed the master plan for a planned 470 ha city to house up to 100,000 inhabitants. The city is to be erected in a glebe located between the municipality of Cabo de Santo Agostinho and Suape. Due to the large scale of the project, a group of consultants was hired to develop the conception studies. TPF ENGENHARIA (former Projetec) was responsible for the infrastructure, including the road system, telecommunications, drainage, water supply, sewerage, electricity, public lighting, natural gas supply and collection and final disposal of solid residues.
